“Using Assessment to Drive Change: Demonstrating the Value of Health Information”
Colleagues from around the world are invited to submit an abstract for consideration for the Open Session sponsored by the Health and Biosciences Libraries (HBL) section.
“I hope librarians are not waiting for people to create a strategy for them. My observation is that professions need to create their own strategy and see if they can sell it. I think librarians need to tell me what it is that only they can do that adds value, and make sure that I can really understand it. ” Nigel Crisp, Chief Executive of the National Health Service (UK) until 2006 and now a member of the House of Lords in the UK Parliament where he speaks on health and development.

Aim and Scope of the Session:
How do librarians measure the impact of what they do? What have we learned about evaluation and assessing impact from business and from other part of the public service and academia? Health libraries are a core part of the infrastructure underpinning clinical practice, teaching, research and delivery of healthcare around the world. Too often they are seen as support services which, while making a valuable contribution to the development of the knowledge base in health, are particularly vulnerable in difficult economic times. As Nigel Crisp makes clear. nobody else can demonstrate the value of what we do. Meeting his challenge will require a rigorously scientific approach to assessment, a detailed knowledge of the expectations of policy makers and management and the communication skills to demonstrate that we can meet them.

Evaluation is where science and policy meet. This session will teach us about scientific approaches to assessing the delivery of health information and how the findings of this assessment support planning and demonstrate how essential our work is to the goal of better health outcomes for all.

Papers may cover some of the following topics:
· Measuring the impact of health libraries: what models should we be using?
· What should we be assessing? We all gather data on usage but what does it actually demonstrate?
· Science is not all about numbers: how have libraries used qualitative methods to measure impact and demonstrate value?
· Why should policy makers/funders/management care? How aware are we of the needs of management and the issues that currently concern them?
· We know what we do is valuable but how do we get it across? Communicating the findings of research and evaluation needs to be tailored to the audience receiving the message.
It is anticipated that presentations be 20 minutes with time for questions at the end of the session.

Submission Guidelines

The proposals must be submitted in an electronic format and must contain:
Title of paper
Summary of paper (250 - 350 words maximum)
Speakers name, address, telephone and fax numbers, professional affiliation, email address and biographical note (40 words)
The final paper should preferably be presented as a paper (that may be published on the IFLA website and as an option in the IFLA Journal). If the final presentation will be in the format of a power point, a substantial abstract will be required, including references such as URLs and bibliographies

Information literacy meets E-learning：Lets talk about
interconnections and outcomes.

Over the past ten years, there has been a growing awareness about the potential role of E-learning in the context of Information Literacy, encompassing information literacy instruction through to information literacy education. E-learning is often regarded as an effective way to extend library presence through innovative services and to reach new communities.

As learning and teaching environments develop, librarians are required to change their own understanding of information literacy skills instruction, particularly in terms of how to understand and make optimum use of new E-learning platforms and academic content management systems to help students construct social knowledge and critical thinking.

The Information Literacy Section and the E-learning Special Interest Group invite papers that address a number of questions of research and practice:
- Is there any evidence to show that E-learning effectively promotes self-paced and sustainable learning in the area of information literacy skills?
- Has E-learning enabled libraries to extend their reach to new populations, or provided their existing population with new services and fresh possibilities for learning?
- While online tutorials are mainly used in the academic environment for large populations of students, what strategies have been introduced in public libraries to encourage lifelong E-learning?
- Are there any advantages in teaching information literacy skills using a virtual learning environment (VLE) or course management systems (such as Moodle, Blackboard, WebCT) in a blended learning context?
- Can information literacy education benefit from collaborative learning through forum, chat and distance learning class experiences?
- What aspects of information literacy (eg information skills instruction, research process education…) are significantly enhanced by the E-learning experience? What elements of the E-learning have the greatest value in information literacy training?
- Many tutorials focus specifically on information seeking and citing sources； can E-learning go beyond this to address a wider range of information literacy outcomes?

Papers
Presenters will be expected to submit final versions of their papers by May 14, 2012. Papers should be in English (or in one of the official IFLA languages1, with an English translation attached). The language of the session will be English. Presenters will have 15 minutes at the programme to deliver summaries of their papers, and time will be allowed for an open forum to allow audience interaction.

Please note that the Programme Committee has no funds to assist prospective authors: abstracts should only be submitted on the understanding that the expenses of the attending the Helsinki conference (including travel, expenses and conference fee) will be the responsibility of the authors(s)/presenter(s) of accepted papers. At least one author will be expected to attend conference to deliver the paper. Some national professional associations may be able to help fund certain expenses, and a small number of grants for conference attendance may be available at：www.ifla.org/III/members/grants.htm

Strategies for Library Associations: Include New Professionals now!
Theme and scope of the session ：
In these days library associations are under pressure. Faced with multiple challenges, tight budgets and a lack of new members represent, above all, the most urgent warning signs that call for transformation. It seems vital to revisit the associations’ message to their (non)members and to think about their roles and responsibilities within an ever-changing LIS profession and the larger society. But are library associations sufficiently equipped to respond to these challenges?
One thing is for sure: In the strategy of strengthening library associations more attention must be paid to attract and facilitate New Professionals. They are a true force for change. Can you imagine your library association as inspiring, surprising, empowering? Not yet? Then it is high time to include New Professionals! How else will you know what your changing field of professionals demands?
The session will give background to a series of strategies and approaches on how to include New Professionals in the work of library associations； it will also offer interactive opportunities to explore new librarians’ views on library associations and vice versa.
We are inviting new and established professionals to submit proposals built around one of the following areas of interest:
Outreach to members and non-members
· attraction and retention of members
· the return on investment for New Professionals
Professional communication inside and outside of library associations
· new and innovative forms of knowledge sharing
· working collaboratively across the generations - online and onsite
Leadership as a New Professionals issue
· library associations preparing a new generation of LIS professionals for leadership positions
· managing New Professionals vs. New Professionals in management positions
The flow of professions
· the profile of librarianship and the impact of the private sector and neighboring professions
· ‘librarian identity’ among new and established professionals
We especially encourage proposals by teams of new and established professionals and people practicing the profession in non-traditional areas.
Proposals should include
· Title of the proposed presentation
· Outline of proposed presentation (300 words maximum)
· Name of presenter(s) with employer or affiliated institution, plus full contact details (including telephone, email and fax, if available)
· Short biographical statement regarding the presenter(s) (300 words maximum)
· Indication if you are first-time presenter(s)
Important Deadlines
Proposals will be reviewed by a sub-committee of members of the Standing Committee of Management of Library Associations, and the Special Interest Group New Professionals.

They will be expected to submit final versions of their papers by May 15, 2012.

At least one author will be expected to attend the IFLA conference to deliver the paper.

The session will be conducted in English. All proposals and presentations will be required to be in English. Final papers can be submitted in one of the official IFLA working languages. If the paper is in any of other official IFLA languages than English, an accompanying translation in English must be attached. All papers will be uploaded on the websites of IFLA and NPSIG.

The 2012 International Conference on Systems and Informatics (ICSAI 2012) will be held from 19-21 May 2012 in Yantai, China. Submission Deadline is 6 January 2012.
ICSAI 2012 aims to be a premier international forum for scientists and researchers to present the state of the art of systems engineering and information science. Topics include (but are not limited to):

Substantially extended versions of best papers will be considered for publication in a special issue of a SCI-indexed journal.

　　隨著形勢的變化，國內外圖書館聯盟已經有了長足的發展，出現了各種資源的共用模式，2012年恰逢北京高校網路圖書館成立十周年，為了配合其紀念活動，並進一步加強國內外圖書情報界的學術交流與合作，探索新形勢下圖書館區域合作與資源分享的新發展、新模式，由北京地區高校圖書館文獻資源保障體系（BALIS）、北京高校網路圖書館、首都師範大學圖書館主辦，國研網協辦的主題為“圖書館區域合作與資源分享”國際學術研討會將於2012年10月在北京舉行，現面向國內外圖書情報界徵集會議論文，並將有關事項通知如下：
一、會議主題：圖書館區域合作與資源分享
　　分主題：
1．圖書館聯盟建設與發展（圖書館聯盟、區域圖書館合作的現狀、問題及趨勢等）
2．文獻資訊資源共建共用（國內外文獻資訊資源共建共用模式、制約因素、制度保障等）
3．聯合參考諮詢研究（聯合參考諮詢現狀與發展、參考諮詢館員素質、參考諮詢品質評估等）
4．圖書館技術合作研究（資訊技術在圖書館領域的應用、數位圖書館建設、服務平臺建設等）
5．圖書館資訊服務（資訊服務與學科建設、資訊服務與資訊素質教育、資訊服務與學習型城市建設等）
6． 圖書館人才交流與合作 (圖書館人才互動交流、人才培訓、館員素質培養及繼續教育等）
二、徵文要求
1．請按會議主題提交論文，必須是未發表過和未提交過其他研討會，字數限制在6000字以內。
2.. 論文一律用A4紙單面列印，首頁左上角請注明“會議徵文”字樣。同時提交電子版（Word2003文檔）。
3.具體格式要求：
（1）題名用小三號宋體字（加粗），文內一級標題用四號黑體、二級標題用小四宋體（加粗）、三級標題用五號宋體（加粗），正文用五號宋體。
（2）題名下標出作者姓名和作者單位全稱（宋體小四）；正文前為中英文摘要、中英文關鍵字（宋體五號）。
（3）參考文獻按國家標準《GB7714-2005文後參考文獻著錄規則》標注，不要使用章節附註和註腳。

Theme: The Role of Libraries in Data Curation, Access, and Preservation: an International Perspective

Data curation, access, and preservation are integral to the advancement of research in science and technology. For further definition and clarification of the role of data in research see the Digital Curation Centre (DCC) website: (http://www.dcc.ac.uk/digital-curation/what-digital-curation).

The session will focus on the role of libraries and librarians in data curation in various countries and the challenges associated with establishing and operating data curation repositories, on a local or national level. Proposals must focus on one or more of the following topics:
1. Key issues confronted in establishing a national plan for data curation
2. The role of libraries in establishing data curation repositories.
3. A financial model for sustaining data curation within the library and/or university.
4. Training and preparation of librarians to participate in data curation.

Call for Papers: Congress theme: Libraries Now! - Inspiring, Surprising, Empowering

Theme: Friends or Foes – Public and School Libraries a Force for Change for Creating Smart Communities

The Sections invite case studies on the theme of collaboration between the two types of libraries that are mostly to be found in communities.
The Papers should reflect projects already in progress or completed that show how Public Libraries and School Libraries in communities can work together for the benefit of students.
Papers can be written and given in any of the official IFLA languages: English, French, German, Russian, Spanish. However, abstracts should be submitted in English.
Proposals for Case Study Papers must include the following and must be in English:
1.Title of proposed presentation
2.Outline of the proposed presentation (no more than 300 words)
3.Name(s) of presenter(s)

「圖書館學與資訊科學」為同儕審閱之學術期刊，每年四月及十月各出版一期，於1975年創刊。最早由國立臺灣師範大學社會教育學系暨「美國華人圖書館員協會」 (Chinese American Librarians Association, CALA) 合作編印，現由國立臺灣師範大學圖書資訊學研究所出版。
本刊宗旨在研討圖書館學與資訊科學相關之研究議題，如圖書館學、資訊管理、資訊科學與工程、教育、資訊社 會等，並結合理論與實務；報導圖書館學與資訊科學界之重要活動；聯繫國內外圖書館學與資訊科學從業人員及專家學者；呈現跨領域之多元思維；以謀求圖書館學 與資訊科學之發展。投稿內容包括研究專論、圖書館事業交流、與書評等。

圖書館學與資訊科學」預計於2012年出版之四月刊誠徵以Library 2.0為主題之論文，論文類型與取向不拘，舉凡Library 2.0應用圖書館個案探討、Library 2.0 使用者研究、Library 2.0 技術開發、或是Library 2.0 評估與反思，都歡迎您於2012年2月底前來稿。
相關投稿須知如下：
1.本刊稿件以中、英文為主，每篇以不超過兩萬字，並未曾在他處發表者為限。來稿請附中英文篇名、中英文著者名、中英文摘要及中英文關鍵字、附註或參考文獻、通訊方式 (包括職稱與電子郵址)。參考文獻或附註格式以國科會規範或美國心理學會出版APA論文格式為主，APA規範說明，請參見本刊網頁（http://jlis.glis.ntnu.edu.tw/doc/JLIS_APA_style_format.pdf）。
2.稿件請以電腦文書處理，並依本刊提供之稿件版式編排，完稿後存成word檔(.doc)投至本期刊之投稿系統(http://jlis.glis.ntnu.edu.tw/)。
